I've been looking for a new cell phone with at least a 5MP camera and noticed that such devices only exist abroad. Why is the United States always LAST to get new gadgets such as cell phones?

They aren't. Canada is after the USA.
It mostly really boils down to where the cell phone manufacturers are, where the concentrations of users are, and the providers and customers willingness to try new things. Apart from Apple and Motorola (which I heard is exiting the mobile phone business), other companies are from Asia or Europe.
